It is just like this site, it has been hanging on for the pasted 5 years, it is dying a slow death it wont be long now.

The ownership of The Strand is something of a sorry tale.
In 2014, Elandi and Avenue Capital acquired The Strand for, what was then, an undisclosed sum.
On May 5 2017, Osborne Clarke issued a press release announcing the sale of The Strand to Sefton Council.
The statement disclosed the figure paid, in 2014, as £26.5 million.
In 2017, the price paid by the Council for the property was £32.5 million.
It's unsure whether the price included the £684,276 the Council paid (up to end August 2017) to service companies who advised on the deal.
Sefton Council bought The Strand through a company registered in Luxembourg.
Last week on Place North West site, the valuation of The Strand was given as £14.24 million.
